Have the designers of this competition considered the virtue or minimizing lines changes. If an existing district is compact and competitive, don’t change it?
We agree that minimizing change to existing districts which are compact, competitive, and politically balanced is preferable. However, we have very few districts which meet that standard currently. All of the existing congressional districts required population changes. 2/3rds of the existing state legislative districts required population changes and few are competitive.
